I don't even know how to fix it. The only thing I can think of would be increasing its attack and speed or a mega evo, but OP said those aren't allowed, and just giving it Huge Power or Speed Boost is too easy.
On paper it should be great. It just isn't.
Someone help me figure out how to fix it.
