Delphox and Greninja debuted pretty early on in the main series.
Decidueye and Primarina were no where to be found in "I Choose You" while Incineroar was somewhat vital the movie's plot.
Cinderace and Inteleon are seemingly debuting in Coco (assuming Gou's Raboot doesn't quickly evolve into Cinderace before that point) while Rillaboom is (so far) nowhere to be found in any promotional merchandise.
I think Gen 4 and Gen 5 were the only Gens where all 3 Final Stages of Starters made their debuts in the movies
