Thanks to the old tales of Jiraiya the Gallant, Frogs are very deeply ingrained in Japanese Ninja culture, so the animal choice makes sense. There are many different depictions of ninja and a popular one is the Strider Hiryu-esque scarfed ninja. Scarves are not a permanent fixture and can be undone, so it would be beneficial if the same can be done with the design without appearing as a tacked on accesory like Conkeldurr's pillars or Machoke's underwear. Based on the animal of choice, the most clever way to do this was to make it able to use its long tongue as a scarf to hide its identity. It's pretty creative, risky and it compliments the design too. Also adds a bit of believable goofiness to balance out the typical ninja edginess.
