Dragon Tail forces opponents out of battle, and Assault Vest lets Goodra survive longer because DT always goes last so it'll always be taking hits.
Rain Dance and Hydration lets Goodra passively heal from status, and Rest lets it fully heal and be cured of sleep in one turn. This gives it more survivability to keep phazing with Dragon Tail.
And finally, Incinerate is the perfect move to deal with those pesky Steels and mons who hold Haban berries, not to mention burn away their gems before they can do boosted damage to Goodra.
Whoever made this set is a genius. Smogon quakes in fear at his innovation.
