Flinging a TR gives the move the same power as the TR. TR71 is Leaf Storm, which has a BP of 130, which is the same as flinging an Iron Ball, but holding it doesn't lower your speed.
Recycle lets you use it multiple times, Explosion is powered up by Beast Boost, and Flame Charge raises speed.

What's wrong with that set?
It's not too far from the guessed spread, but the points are put into Def instead of SpDef because Regice's SpDef is high enough to not need a boost.

You are right, I've accidentally copied the set from my Gen4 team rather than Gen7 one.
In Gen6+ I run Crunch. Waterfall is strong, but its main resists happen to also be bulky, so sometimes you're hitting something at +6 and it does not die (also, Vaporeon and Lapras happen). Crunch isn't that strong and has several resists, but no immunities, and can break walls with -def chance.

There's something so cursed about using the wrong attacking stat. Honestly sets like these should be used for in-game trainers more, at least regular fodder. Adds a fun element of surprise.

I dont see the problem, in fact its secretly genius. Set up rain dance, rest, get healed. Dragon tail for phazing and incinerate for berries. Ass vest is there to boost goodras incredible defense.

I've been using this moveset to try and punish pokemon trying to set up. Spamming sand attack on a magearna setting up for a stored power sweep works quite well. I've also switched out the leftovers for a rocky helmet and sometimes use iron head instead of body press to try and get a flinch.

I chose Blacephalon because it has the highest Attack of any mon that can learn both Fling and Recycle.
If you want to play Natdex or a previous gen, Deoxys and Hoopa-Unbound can also use that combo.

It's not really good.
130 BP is strong, but not enough to justify a "charging" turn.
It's one of those sets that works better in a youtube thumbnail than an actual battle.
