>>43803252Look here at how the outline changes color. This is the result of a posterize filter that's applied before a pixelize filter.
Also look at the outline on brown brick on its left shoulder: the line gets cut in the middle, and the outline of the part that's chopped off moves. That's what happens when you posterize colors and they end up merging in the same color.
Some parts of it might have been manually drawn, line the lava movement, but it's not exactrly hard to reproduce in 3D either.
