If it is it's purely because kids don't give a fuck anymore. Stores will do what is more profitable, and if kids aren't begging their parents to take them to Walmart to shop for an expensive costume, why bother stocking them if a much more profitable holiday is around the corner? Maybe candy just isn't that popular anymore.
