All people had to do to prevent CTing from mazar was to have each player practice with more than 1 team. Even if each club only built as many teams as they had players they still could have passed them around so every player gets a chance to play with >1 of the teams leading up to a given week of competition.
In that case mazar wouldn't really be able to prepare CTs in advance since he would have to gamble on who will actually pilot each team on tournament day. The only advantage he would really have is knowing the sets.
Honestly, this is what they should be doing anyway because multiple players testing the same team allows for different perspectives, a better overall evaluation, and more ideas on how to improve it. Being able to pilot a teammate's team also gives players the option of bringing something else on gameday if they lose confidence with the team they initially planned to use (either due to unexpected team choices from opponents in other matches, tilt from laddering, or just gut feeling). As a bonus they would be more practiced if they want to reuse their teammate's team on another week.
