Moves
Give Delcatty access to Slack Off, many Delcatty builds rely defensive play, but Delcatty doesn't have any defensive tools available to make that playstyle work well. Using Slack Off instead of Wish will make her more durable. I'd also give her Tidy Up because it is thematic for her, and it will give her another use as a entry hazard cleaner.
Abilities
All of her abilities suck and need a buff, so I'll change them.
Normalize - All moves become Normal-type AND all moves used by this Pokemon ignore immunities and resistances of the opposing Pokemon.
This prevents a Normalize Delcatty being walled out by ghosts and gives her access to better options for physical Normal-type moves since Return got cut.
>So this is just Scrappy but betterWell 1 Delcatty is still unable to deal any form of super-effective damage with Normalize and 2 only Delcatty can have this ability. Since Delcatty isn't a very strong attacker, I think it is pretty balanced for her signature ability.
Cute Charm - Opposing Pokemon infatuated by this Pokemon are unable to switch out
So I remove the RNG infatuation from receiving damage and give it some consistent utility. A Cute Charm Pokemon with Attract can now prevent their target from switching out and removing the infatuation status. I know switch-out preventing abilities are banned in Smogon, but this one requires one turn of set-up to use and only works on Pokemon of the opposite gender and I am pretty sure Mean Look is legal in Smogon.
Wonder Skin - Status moves will always miss this Pokemon
This makes Wonder Skin not a completely inferior ability to Magic Bounce.
Though personally, I almost think Wonder Skin for Delcatty should just be replaced with a more interesting ability, but I have not given it too much though as what the new ability should be.
