Condition would refer to how the card was kept by the owner. Is there whitening on the edges? Are there creases? Is there any scratches? What about scuffing? Has this card been used in play?
This score should be graded normally on a multi-point scale and would look similar to current grading.
Quality would refer more to "quality control" and would focus on factors that are out of the owners personal control. This would be things like centering and corners. Is the card centered within some tolerance? Are the corners rounded within some tolerance?
This score should be binary. Yes or no. Either the card is centered, or it is not centered. Either the corners are round enough, or they are not.
You shouldn't be basing a card's condition on factors that you can't control. Or else why are we even grading cards that have been in packs? We should just be standing at the end of the fucking assembly line and take them straight off TPCi's presses to ensure perfection on their end.
Having separate grades for the condition a card was kept and a binary scale for the way in which it was produced would be an overall enhancement to grading.
