>>53599000Heh. It sort of makes sense for them to be excessively bureaucratic, if it's a semi-centralized organization "in charge" of the guild system. With a whole bunch of guilds (even if not all of them are at the same level of renown) and mailing letters being the fastest form of long-distance communication.

At most I would ask what their thought process was, but does it really matter? They're probably just shy or decided it would be funny to do so. If they were deceiving with ill intent, there would be no real reason to show someone the truth.
