They both have their moments. Wally gets stronger, which is nice, but thats about all he does; shows up early, leans some valuable life lessons from you smacking him around outside the gym, and then comes to throw down at the end of victory road. Which is fine and all.
Shauna is pretty bad at pokemon, but her friendship with Bonnie and Clemont gives her some ties to the rest of the setting that most characters in these games lack, puzzle skills that actually crop up in the late game and helps you during the Team Flare debacle even if it is mostly by running away as a distraction. And yes, she wants the D.
While Wally certainly is more of a battler, Shauna actually does more than he does plotwise.
Fuck the rest of the XY rivals though.
