If anything, if you want to "blame" anyone you'll have to blame the series itself. The prevalence of the eeveelutions wasn't something that came to mind until I saw how Vaporeon became the most upvoted Pokémon picture in r/rule34, that opened up to how it's all there. I don't buy most of the points people bring up sometimes and I think the data doesn't either, this why it has to be stressed how exceptional this context is. Even the people working on the series have acknowledged this:

In all these the eeveelutions reach the upper echelons. It's also telling which Pokémon actually get porn drawn of them and which don't and the eeveelutions are top tier in the nsfw growth department. For sure their walking on four legs don't deter people nor does walking on two legs help Pokémon like Tsareena and Meloetta out.
Another thing is the prevalence of the vaporeon copypasta everywhere and how it gathers millions of views in public platforms like YouTube and TikTok. This in turn has given eeveelution attraction something to attach itself to and "normalize" to the extend that a Pokémon can. It's something that is recognized by people in social media like this 70k+ like tweet or even tweets like this:
