First because the perception of Pokémon as animal adjacent creatures is very strong, strong enough for people to perceive Pokémon attraction as a form of fictional bestiality, and that viewpoint is weaved into the concept of Pokephilia. It also doesn't help that The Pokémon Company and other sources have admitted that it's a deliberate viewpoint.
Second the data shows that people don't find it as a negative. Pokémon like Meloetta, Hatterene and Tsareena couldn't overtake the eeveelutions in all the polls that I know and that's not even including Zoroark, Lopunny, Braixen and Delphox, who have the most consistency in rankings at the very upper echelon. On top of that all of them have some of the lowest NSFW growth among the sexualized Pokémon. See the picture attached to this post:

Lopunny, Zoroark, the eeveelutions, Lucario, to some extend, Braixen/Delphox and Gardevoir are the Pokémon with the most consistency. Clearly the perception of apperance to real life critters is mostly a non-factor when it comes to Pokémon.
Third Gardevoir performance in general polls is mediocre relative to it's porn count. In almost all other big general boorus it loses to other Pokémon. Most telling is reddit rule34 where Vaporeon ranks #27 and Gardevoir at #50 where people here vastly upvote all the human characters and a subreddit with over 2million subscribers and thousands of daily visitors who upvote girls cosplaying to the top of the page. The truth is a bit more complex.than that.
