I think its actually fairly easy to write for Misty. She likes water type pokemon, fishing, swimming, onurice, fashion, cute stuff, beauty stuff, and battling.
The only "problem" is she didn't have something consistent to do like the other girls. So whether for better or for worse she would have a 1-off episode where it was about something she liked to do.
Pokemon Contests would have been a perfect way to give Misty's character some direction. As its partly about what she would wear, what she can make her pokemon do to put on a show, and partly battling.
Like lets take this clip from Beauty and the Beach. We just change the context and its a beach episode version of a pokemon contest like in hoenn.
