Rapid Spin allows it to straight up ignore CC for like ten seconds while also giving a cooldown reset on Water Spout/Hydro Pump, allowing you to use said move during the Rapid Spin for extra damage.
Spin+Spout just shits out so much damage you're almost guaranteed to get some kills out of it in a teamfight.
And even if you don't want to spin2win Surf offers great CC on its own and pushes people way off their positioning.
Also Blastoise's Unite move does an ungodly amount of damage and knocks people upward.
The fat turtle is crazy strong right now.
