In a lot of circumstances, yes. But even with his mega evolution, he still truly is UU.

Quiet, I guess. I know Blastoise has its fans, but I never really see anybody openly vocal about him.

Well I mean he's the mascot of Blue and he got a mega evolution, so he's not been treated poorly.

If I've learned anything about myself from Pokemon, it's that turtles are apparently my favorite aquatic animal. I've always found myself being rather fond of the turtle/tortoise Pokemon. Because when I was making my decision between Red and Blue, I looked at Blastoise and just thought about how cool he look and imagined how awesome he'd be. So he was my first Pokemon.
