The original term for Pokedex is "ポケモン図鑑", which can be translated to "illustrated Pokémon encyclopedia". It does not need to be a machine to be considered a Pokedex.
Now, if you want an ACTUAL non scammy Pokemon researcher, look no further than Professor Elm. A true pioneer on the field of Pokemon eggs and breeding.
And unlike Oak, I barely had any existing material to base his research on. A true adventurer in that sense.
