Erika should not have Ivysaur, Sabrina should not have Mr.Mime, and I'm iffy on Blaine having Flareon. Starters and Eeveelutions are special Pokemon in Gen 1 and shouldn't be handed out willy nilly, and Mime isn't thematically consistent with Sabrina. Either give them dupes, NFEs, or something with a different type that fits thematically (like giving Blaine a Weezing or Rhyhorn or something.)
Giovanni should definitely have a Rhyhorn and Persian.
Bruno would be better off with a Golem than a Kabutops. Starmie is better for Lorelei than Golduck.
Agatha's three Gengars are just egregious. Two is okay, one Haunter and one Gengar is better. Give her something like Alakazam in that slot.
Lance should also not have Charizard, especially because you might end up fighting Blue right after with Charizard and Gyarados again. Him having two Dragonairs is a thing so just give them both beefier movesets.
Blue should have 6 Pokemon, two of which are from the first slot and represent the types his starter is not (so Charizarr Blue gets Gyarados and Exeggutor)
