Red completed the kanto dex, Gold and Silver both want to do it as well but for all of japan (johto?)
team rocket shows up and you beat them up like Red did, you become the champion and have the big climatic battle with red in Kanto
the reason i think FR would be the best option is because you can do everything with it
add a fuckload of pokemon, physical/special split, mega evolutions, really anything
