The best & obvious way to age the characters after a timeskip and copypaste Dawn's character on Serena. Which is something Ben 10 Omniverse done with Kai where she became the defacto Gwen. However characters doesn't age on Anipoke so that's idea is not possible.
Remember Serena on first couple of episodes was completely different. She had a temper, she was sassy when she talk back to her mother, she was assertive when she chooses to go on her adventure and she was decisive when she already decided on her starter. In fact she was probably even more mature than May and Dawn was during the start of the journey. But all of these went to drain once she met Ash and became this submissive weak willed girl that needs freaking Bonnie to encourage her to do anything. All because Yajima was more obsessed turning Pokémon into modern Naruto.
Currently the best way is to use Pokemon 2023 as something similar to a "timeskip" which "reboot" Ash and Serena's dynamic. Ash goes back to being moody boy with an attitude while Serena became this cool girl with a playful personality allowing the anime to writes a circumstance where they genuinely start to banter which becomes more & more norm in a genuine way.
