Also the implication that Ruby's mental illness (or whatever the fuck is wrong with this guy) is permanent, as in not even Sapphire can fix it all, means his whole life will always feel like purgatory. He won't fully understand why his actions keep backfiring or why people react badly to him, as if he has autism though there's a lot of overlap between autism and PTSD. Since he can't manage himself without spiralling, the only reliable way he manages to stay out of trouble is maintaining his relationship with Sapphire, which includes learning to communicate properly and being a team.
It's also implied that at least part of their relationship is just an extension of Sapphire's charity, she knows something's wrong with Ruby and that he sucks. What might not be conscious on her part though, is how Sapphire helping keep Ruby stable also protects Hoenn from his retarded accidents
as it's said he actually has a lot of unused "power" whatever the fuck that means in Pokemon battling terms, the analogy is flawed, but the point is that Ruby's potential strength combined with his lack of moral compass makes him a huge liability to the world. Since Sapphire's main goal was always to protect and maintain Hoenn, her relationship to Ruby ends up being directly related to that goal.
