As for "is he cute" Well... He's a delphox. Not a lot of room for sexual dimorphism there.
But he is seen as feminine enough that he's been mistake for a girl by other pokemon,
mistaken as his ancestress, and when hit with a Gender-bending ray doesn't look noticeably different.
