He's a fast learner. It's not that it doesn't make sense, it's that you have a skewed view of how characters should progress because Ash took forever and you're overly attached to him.
Once again we arrive at Goh, who, like Gary, spent his childhood learning about Pokemon. He sat in front of six fucking monitors no-lifeing info with other nerds online. We see in the first episode of JN that he's already extremely knowledgeable, ergo, like Gary, he's equipped to start an adventure and progress much faster than the clueless, talentless Ash Ketchum from OS. This isn't a diss on Ash either, his story is fun to follow. Seeing him grow into a competent trainer is satisfying BECAUSE he was so terribly bad in the beginning. That doesn't mean it's going to apply to every other character, and it also shouldn't.
