If we're going by language, yeah, they speak whatever nationality the game was published in. Sometimes they have to show someone is foreign by having them speak a different dialect or speaking a made-up language. So why not use made-up species to describe certain groups of Pokemon outside of Egg Fields? They don't. They say mouse, when allegedly mice don't exist. If they don't exist, this is objectively bad writing. That's my point. You're arguing about something that will never make sense no matter how you tell it and gets retconned so often, but instead of admitting "It's a fantasy world that has loose rules that change all the time"," you instead have to be right about this one topic when it's impossible.
