Granted, they still got wanked on and forced on you by the story and plot, but it's still better than "This Pokemon controls X arbitrary thing about the world". They're still "plot legendaries", but it's a small step on the right direction.
Eternatus sucks for the reasons I just stated.

I pray to God and everything that is sacred that the 20's bring about a heavy shift and cultural change. I really won't be able to stand another decade like this one. I won't even say "Surely things can't get any worse!" because this decade itself proved they can get worse, and that they do get worse.
