Cyndaquill looks cute still without them and is low to the ground and has a massive amount of flames, it would burn everything around it by having them on at all times. typhlosion having them active at all times makes a bit more sense since there's less flames and given it's personality, but even then it'd make more sense for them to only be on when threatened.
The issue with typhlosion's 3d model isn't that the flames aren't perpetually on, it's that it's proportions are fucked up, it's face isn't as threatening as it used to be, and it's animated in a dynamic fashion. Pic related shows it with no flames, but he still looks relatiively cool because of the posing, his face not being made goofy like in the 3d model and still looking ,monsterous, etc.
