Perhaps another anon can help with this, but if I remember correctly you have to finish the game and visit the area within a set amount of time in order to get the most visitors/development to the area:

Pokemon Black will be technological, while Pokemon White will be more natural and rural. Despite that, you probably realize you'll be getting the legendary opposite to that theme, as per the yin/yang aesthetic.
