Female
This is entirely because the Turtwig I chose when I played Diamond was a girl. What's funny is that through all the hundreds of hours I played that game I never noticed it was a girl, because I just didn't care about something so trivial as gender.
It actually wasn't until I transferred my beloved Torterra to Black version that I learned it was female. And this only happened because my friend who I was battling pointed it out to me, commenting on how starters had a low female rate, which was another fact I was unaware of.
As a result I came to think of Torterra as a "Big Momma" type of character. The kind of person who smothers you with love, but scolds you in public if you do something wrong. This was notion was assisted by her Pokedex entries.
>Small Pokémon occasionally gather on its unmoving back to begin building their nests.
>Some Pokémon are born on a Torterra's back and spend their entire life there.
This essential makes her a walking nursery.
tl;dr Torterra is a strong independent woman who don't need no man.
