Grimmsnarl isn't the *worst* option against Urshifu, but you need to understand that unless you got it in under the best circumstances it's going to lose or at bare minimum, become severely crippled for the rest of the match by getting a huge chunk of it's health ripped off
Grimm isn't a bad Pokemon, but he's not used more often because everything else in the meta hurts him really hard.
