Only thing worth using out of fossil even if you're just playing with the first three sets is Magmar, and Dragonite is the bulkiest pokemon of the set, everything else has 60-80 HP at max. And a lot of people claim that a signature part of Dark Pokemon was having low HP, but they never really mention that Vending Machine cards (released around the same time Team Rocket-the Gym Sets were getting released in Japan) have the same oddly low HP compared to Pokemon from Base/Jungle.
They've just let it go out of control for too long and right now bulky EX's pretty much control the metagame.
