Access to a 95 BP water-type multi-target move that early in a game entirely focused on double battles was great, even coming off a low special attack stat. He was good at staying alive due to his decent bulk, only one weakness, and the AI not knowing to not set off Water Absorb. There wasn't a lot that NPCs could do to him since most learnsets were still very barebones in gen 3, not to mention going up against Shadow Pokemon that mostly spammed Shadow Rush. And to top it all off, he even had access to Yawn, which helped a ton for catching Shadow Pokemon.
