She seems to want everyone to rise above and defend themselves, but in Koa's mind, a protector should be there for those who cannot defend themselves.Emily cares about protecting innocent people but at the same time she's not so naive as to say no one should rise to be able to defend themselves or their own communities. She and people like her can't be everywhere at once. She saw this plain as day back in Unova as even her + the 8 gym leaders weren't able to keep a firm grip on the rather slippery Team Plasma and lots of places had no real protection and the protectors were stretched thin. Not everyone can be protected by her or people like her and more people need to be able to defend themselves from these type of threats. That's her thought on it.

It's just her ideals are more unforgiving and vindictive. She's not the soft kind of guardian, she's a harsh one that cares about doing what SHE feels is right but at the same time expects people to accept harsh realities like situations where one quite literally CANNOT save EVERYONE and sometimes people die in the crossfire of trying to stop psychos like Team Plasma.
