-- 1) Some frame show them to share same height difference as Ash and Misty .
-- 2) Brock didn’t hit on her which is strange since Candice was the prettiest gym leader of Sinnoh. So far Brock is only shown disinterested in hitting evil woman, married woman and younger girls. Candice wasn't Evil or in a relationship which indicates that she might be younger than him. This is why Brock never hit on Misty or Mallow.
Too bad Candice is 10x better version of Korrina and Mallow but there is no relevant role for her to play in the anime and she is somewhat locked in her hometown.
