Well at least if you take the professor-less,
Arianna being the wife instead of the sister-in-law, Lance pulling a straight face-heel turn and Looker aside the core is still spot on, with Gio not wanting anything to do with the old yakuza ways and trying to shut down Neo Rocket which gave up on trying to bring him back and went to do their own business their own way.
I had the idea that at first Gio was just using the whole "I'm disbanding Team Rocket and retiring to study pokémon" as a facade to get away from justice since apparently in the Pokémon world if you are a researcher you get a lot of free passes unless you fuck up real big, and the plan was to have Rocket disbanded only a couple of years just to not look suspicious.
But Gio gets to like being clean and actually studying pokémon (battles more so, which is what he takes his specialty on later) so he never goes with his plan of pulling Team Rocket back together, which upsets Silver big time and leaves to be a thug somewhere in Kansai I mean Johto.
Lance hates how the system let's Giovanni get away with everything just because he became a man of science, and decides to work with Neo Rocket (who band up together with or without Gio anyway) with the intention of setting a trap for them and Gio too in hopes that it will get him jailed. But Lance takes his vigilante quest a bit too far which turns him into what he swore to fight.Having said all of this, I really would love to see your idea worked on. These AUs need more AUs because all AUs are valid! Crisis of Infinite AUs. And it's 4 am here I should go to sleep already.
Also don't hate me for saying that from the thumbnail I got a bit reminded of Mohn
