Most having 2-3 more mastered moves on top of the 4 they have and otherwise it begins to fall off both due to a limitation in the Pokemon themselves but ESPECIALLY a limitation in a Trainer's ability to actually teach moves to their Pokemon. People with an ability to connect to Pokemon on a higher, non-physical level like those who exhibit some amount of Infinity Energy output (aka basically all the actually special people in the world) despite being human. The two types of Infinity Energy make contact as the Trainer and Pokemon bond and they become more able to communicate and understand one another, leading to better teaching and learning, and in turn more mastery over more moves. Though the cap still varies from person to person and most people's cap still remains only slightly to moderately higher than the norm. Emily's knack for Move Tutoring and her absurd Infinity Energy output makes her an amazing teacher for these sort of things but despite willing to do Move Tutoring for money, she won't "uncap" people's Pokemon. She feels like people should have to achieve that on their own and if they can't, it's just how it was meant to be.
