In BW1 he was your antagonist and ideological opposite, who went through enormous changes and finally came to accept that humans and pokemon could live together. His character arc was concluded, his hero's journey was complete. If we see him again, he'll just be a Gary Stu snowflake with a legendary. His BW2 cameo was fucking lame.
