This design is perfect. The reason why it still hasn't made it is because people don't hate the design, they hate the idea and want to see it gone. That is the only reason this design isn't final yet, there are no flaws here. The few that didn't vote on "perfect" were those warming up to the idea of having this thing in our dex. I can guarantee that if we voted to have this design to be final, at this point in time, it would clear the 66% mark easily.
