Because Cyclizar is so common in the region Koraidon and Miraidon must be common Pokemon in the past and future respectively and they are only considered Legendary in the present. So like for example in future Paldea, Miraidon is actually really common and used as a bike but is nonexistent in past and present Paldea and is even considered a legend in the latter.
