Because it was the late 90's and very early 00's and priorities were different.
The world changes around us.
You couldn't display the modern designs properly on a Gameboy Color because you had limited pixels, colors, sounds, and no animation.
So you had to represent simpler, more wide appeal easy to understand concepts, such as "here's cool animal species X except it shoots leaves and is green".
Guess what? Those pokemon never disappeared.
They still existed throughout the vast majority of the story of the mainline games, and even in this dexcut, DLC era, they exist in Home, GO, the anime, spinoff games, the merch...
So yeah, no shit the newer designs are more convoluted, they build upon an already established understanding of the previous pokemon. It is called development and evolution of a concept.
Besides, even this generation 9 has many pokemon that are basically "here's a little creature with a weapon/tool and it's brightly colored and has magic powers"
Out of the 107 gen 9 pokemon, troon shillmons are the minority.
