Rei/Akari are a completely separate character. The entire reason why they are able to succeed in the past is because of knowing how Pokeballs work, how to interact with Pokemon when everyone else is scared, how to battle Pokemon, etc. That implies they're very likely Lucas/Dawn from after becoming the champion of Sinnoh.
