Boots are perfectly fine for the meta, they allow for rock weak mons to actually function and make rocks not as centralizing. Not every team needs rocks and not every team needs defog now that boots are in the meta. Sure its annoying to see a blissey with boots but for the most part boots are used on offensive mons so you can't even use the scape goat of stale
