Those screens are from the finale to a story arc that took what felt like years to comnplete; it was called the Villain Arc, and it was split into chapters, with each devoted to a different villainous team. This would give new pairs to characters from each of the involved regions, as well (e.g. the chapter devoted to Sinnoh would see Cyrus, Lucas, and Dawn).
Well, that's how they advertised it, anyway. Instead, every single chapter except Sinnoh's ultimately became about Team Rocket and how cool and threatening Giovanni supposedly is. During the Hoenn chapter, even though Brendan, May, and Steven all got new Sync Pairs, Archie and Maxie didn't get anything, and while Courtney was added, Tabitha, Matt, and Shelly weren't.
You know who did get an alt, though? Giovanni. He even got a whole event devoted to it that ran alongside it.
Come the Unova event, even though Ghetsis is the focus, Hilbert, Hilda, and N got new alts, and Hugh was added, Ghetsis didn't get anything. But the event made sure to end on hyping up Giovanni. Kalos chapter: there's a traitor inside Team Flare. Shock and amaze, it's Team Rocket behind it. Alola chapter: Ultra Wormholes are opening up. Why? Team Rocket built a machine with help from traitors in the Aether Foundation. Couldn't give us SM Lusamine, or god forbid, Wicke or Faba. Galar chapter: Giovanni is the one to push Rose to be stupid. Paulo chapter: Giovanni just takes control of Hoopa from Paulo because reasons, and now he and Team Rocket are the final boss because someone in the writing room took "Whenever Poochie's not on screen, all the other characters should be asking, "where's Poochie?"" as serious writing advice.
You know who the first villain to get into the Trainer Lodge was? Giovanni. You know who got to have ALL his minions added at the same time? Fucking Giovanni.
