I think! That Latias represents Japanese animation. Because IMO Latias's character with her changing forms is a reference to the Japanese legend of "Tsuru no Nyoubou" (google it). And this movie is anime so obviously the character is about anime, Latias drawing paintings is what shows that to us. And the Altomare city represents the meta-generalized "Western cultural sphere" since it shows an idealized fantasy version of the real life city of Venice in Italy.
Altomare is situated by the ocean, the ocean is what connects Japan with the rest of the world. Ash represents the self-insert viewer from "outside'.
