It has similar performance to Shadow Mamo with slightly better TDO due to 2-bar legacy charge move and type resistances, but I personally wouldn’t burn those elite charge TMs. While it is slightly better than Shadow Dragonite in raids overall (which is actually relevant for some solos), it still has lower DPS than Shadow Salamence and the vast majority of people won’t really want it. I guess it is strictly better for *gags* deboofing.

There are matchups, however, that Shadow Regirock can safely one-shot things that it couldn’t as a non-shadow, but does that validate its generally lower performance because of its shadow status? Probably not.
TL;DR Gible is just okay with some niche benefits for the strongest of players, but the rest is either crap or mid. Again I ask: WHERE THE FUCK IS SHADOW YANMA, HANKE?!?
