They probably received the many breaks and recaps because of the request of showcasing all battles messed up their schedule. From how Tomioka framed it and what was said in his interview about it, he was working with what he thinks can be done in that window they had excluding recaps and breaks. So it was already bad enough that Tomioka broke it down to just Ash's battle since they are what mattered ultimately says enough about the workflow being severly understaffed or low on time and resources. And that demanding more hiatuses than what was already given to them in the M8 timeframe would have tarnished their PR earlier or further. Nobody over there could've just asked:"Hey please give us more time. We can't do it so fast without it being a slop". It wouldn't have sat well with their partners to hear that. You couldn't just delay or skip shit because of your staff being at their absolute limits, but because OLM probably had in time or within the slightest delays poss to keep their schedule and agreementsible to ends meet.

You could throw the blame around for 3 sides: OLM for as already stressed enough today, being a complete hellhole to work at nowadays and their work enviroment being absolutely fucked up, TPC for enabling the former's work enviroment by keep pushing that cycle they have established or their Outsourcing team for butchering it so poorly to keep dragging inhouse members into the episodes. But from I could gather, OLM might get the most shit for it in the end since they added an Line Producer for their production unit after JN
