It isnt even close to be a hard counter to Breloom
While Primarina is a hard counter to Houndoom (energy ball doesnt OHKOes), counters Buzzwole, is good against Breloom, and can hard counters Buzzwole and no sash Breloom with scarf
The only one that can kill primarina scarf by itself is sash Breloom
and if the opponent decides to spore instead of just kill you can just skillfuly wake up turn 1
