I'm almost certain Game Freak will do nothing with Primarina sadly. People love it in Japan but we're almost at the end of the generation and it seems nothing will happen after all

LV seems designed to be useless. Otherwise they wouldn't have made it the only move of that kind that doesn't come with a damage boost. Having the best stat spread and typing combo was a fluke.

Game Freak usually designs new moves and abilities with this stuff in mind, not competitive. Usually the new things just ends up having synergy with some old move or ability long since forgotten. It's all just a coincidence.

But considering how many tutor moves benefited Incineroar, I'd say they do have some basic idea of what kind of moves might fit. That Boomburst seems like such an obvious fit for Primarina means they probably just decided that they don't want it to get the move.

Considering most people who voted in that vaunted NUMBER THREE rank poll were girls and Incineroar still did well in the long haul at number twelve amongst girls, they probably figured they could cut their losses what with the cat being geared to their prime demo and seemingly charming the ladies anyway.

In every poll I think I've seen Primarina has placed higher than Incineroar. Obviously that might change now that Incineroar is in Smash, but even then pre-Smash it's popularity was probably lower.

Water starters that aren't named Blastoise and Greninja never get pandered to, especially the slow ones. Maybe if you're lucky, you'll slowly worm your way up from the other starters like Swampert due to consistent competitive viability, but Gen 7 Primarina sure as hell ain't making as big a splash as gen 3 Swampert did.

Carry the crate over its head while bring propelled by water. Again, took me 5 seconds to think of.

Also, ot would be simpler to throw in a simple water effect for a character who basically doesn’t even move its body when walking that it would to make a whole walk cycle.

Pokemon is a series in where animals are pitted against each other to fight one another. I find it very hard to believe that anyone could be so creatively deficient that they couldn’t think of a way that a seal like character could fight when you already have all the moves handed to them. It is literally the easiest thing to come up with a moveset for a Pokemon. Would you really need the anime to give you a visual representation just to think of something?
