Feraligator > Swampert > Empoleon > Greninja > Blastoise > H. Samurott > Samurott > Inteleon > Primarina > Quaquaval
People on both sides are probably going to give me shit but meh. Gen 2 to 4 had the best water starters hands down. Greninja is neat, who doesn't like ninjas? Blastoise always felt incomplete to me, and it ends up being my least liked gen 1 starter as a result. Charizard and Venusaur just look cooler in comparison, but if it has played off the features it gets as a Wartortle then I'd probably change my mind. Pic related would probably be in my top three.
Samurott is mid, but the Hisuian Samurott at least has that extra splash of color and sleekness that makes it objectively better looking than the original.
Inteleon is unremarkable and forgettable. I don't hate it, but I don't like it either. Inteleon feels more like some random catch while you're surfing, not a final form to a starter. Primarina I'll give points for having a more unique theme to most other pokemon, but I don't personally like it. Any chance it had to grow on me kinda died from how much coomers jerk off to it too.
I genuinely like Quaquaval's base form, its final form feels like a letdown though.
