BDSP is indeed the way it is because the altered/added/removed features caused such an uproar during ORAS.
They're listening, they just weren't able to deliver as well as they could've last time because they simply didn't have enough time in their dev cycle.
By (finally) outsourcing the remakes everyone's come to expect, they're now able to focus attention on a new kind of project themselves, which is also likely a welcome break for the devs themselves - even if the battle system is similar, it's a breath of fresh air that Game Freak themselves get to work on something that isn't quite so repetitive, even if many of the battle mechanics are the same. We know that they needed that because they went and made Little Town Hero just to stop thinking about Pokemon all the time and try something different. You also can't deny that Arceus will be classed by many as a spinoff type game, meaning they won't necessarily expect the entire dex to appear (and in this case, since it's the distant past, many regions likely haven't interacted yet anyway).
They're listening, and they're taking care of themselves at the same time.
